If the listing has not been claimed and was originally added by the site-admin then all submissions will go to the site admin’s email. You can change the settings under Theme Options > Listing Settings > Leads Form to only display the contact form on the claimed listing.
A listing owner will be notified via the email address used during the listing submission.
